Climate change: Senate Democrats may delay legislation

Democratic leaders in the Senate said last night they may wait until next year to take up climate change legislation, jeopardising the prospect of reaching a deal to avoid the most catastrophic consequences of global warming. The delay would prevent Barack Obama from delivering on his promise of demonstrating firm US commitment on climate change action in advance of negotiations at Copenhagen next December. The setback arrives at a critical moment in the home stretch of the negotiations, with UN secretary generalugg online Ban Ki-moon, telling the Guardian that world leaders needed to show stronger leadership if they want to reach a deal at Copenhagen. In a briefing with reporters, the Senate majority leader, Harry Reid, said Democrats wanted to push ahead on healthcare reform this year before taking up climate change. "We are going to have a busy, busy time the rest of this year," Reid said. "And, of course, nothing terminates at the end of this year. We still have next year to complete things if we have to." Such a delay means that America would be unable to send the strong signal it is ready to act to cut its greenhouse gas emissions that has been demanded by other big polluters such as China and India. That in turn would imperil the prospects of coming to a deal at Copenhagen to halt warmingclassic cardy ugg
in time to avert dangerous rising of temperatures and sea levels, and severe droughts. Reports of Reid's comments caused instant dismay among environmental organisations which have organised an unprecedented effort to build support in the Senate and among the American public for climate change legislation. "It's really distressing news," said Jennifer Haverkamp, who follows international climate negotiations for the Environmental Defence Fund. "What this does is it gives a lot of other countries the excuse they may have been looking for to hide behind the US inaction." With time running out before the meeting in Copenhagen that is designed to seal an international climate change deal, Ban had been looking to the summit of nearly 100 world leaders at the UN next Tuesday to break through the distrust between rich and poor countries. "We are deeply concerned that the negotiation is not making much headway. It is absolutely and crucially important for the leaders to demonstrate their political will, leadership, and to give clear political guidelines to the negotiators," Ban told theclassic mini ugg
Guardian. "They should be responsible for the future of this entire humanity." But Reid's statements now look set to dominate the summit, and intensify the focus on whether the US will be prepared to make the cuts in carbon emissions needed to tackle climate change, and persuade India, China and other countries to follow its example. Climate negotiators, while praising the Obama administration for its support for climate change action, have said repeatedly the US needs to follow up on such promises with concrete measures to reduce carbon emissions. The House of Representatives narrowly passed a climate change bill last June, but it will not becomeclassic short ugg
law until passed by the Senate, and signed by Obama. Diplomats say that without signs of movement in the Senate it will be even more difficult to restart the bogged down climate negotiations. Todd Stern, the state department envoy, acknowledged as much last week, telling Congress: "Nothing the United States can do is more important for the international negotiation process than passing robust, comprehensive cleanclassic tall ugg
energy legislation as soon as possible." There is also widespread concern a delay to next year would make it even more difficult for the Senate to take up difficult legislation, such as climate change, before congressional elections in November.

Adobe Says It's Buying Omniture To Fill Customer Need>ADBE

SAN FRANCISCO (Dow Jones)--Adobe Systems Inc. (ADBE) said Tuesday its $1.8 billion acquisition of Omniture Inc. (OMTR) will allow it to offer Web-traffic-monitoring tools to its customers, who often build their sites with other Adobe software products. Adobe Chief Executive Shantanu Narayen said customers have been clamoring for tools to monitor traffic to their sites, in part to gauge and improve the return on their investments in Adobe software like Acrobat and Flash Professional. "Clearly, we believe this enables us to participate in a large, growing market opportunity and become even more mission critical to our customers," Narayen said in a conference call to explain the acquisition. The San Jose, Calif.-based company also released third-quarter earnings that narrowly beat Wall Street expectations. Adobe surprised investors and traders earlier in the day when it said it would pay a 24% premium to Tuesday's closing price to buy Omniture. Shares of Orem, Utah-based Omniture closed regular trading at $17.33, but shot well above the offer price of $21.50 after being halted. They settled after-hours trading at $21.67. Adobe shares closed 1.2% higher at $35.62. During the conference call, Adobe executives said the acquisition won't impact the release of a critical new Adobe product, the fifth iteration of the company's Creative Suite software used in page layout and design. Some analysts expect the software could come as soon as May 2010. Adobe also reported third-quarter earnings of 35 cents per share. That beat Wall Street estimates but still constituted a sizable drop from the same period a year earlier as media markets continued to struggle. The Omniture acquisition likely won't help Adobe's performance immediately but Adobe executives vowed to improve the Web metric company's performance. Adobe executives added they won't be able to squeeze much cost savings out of the union. However, they saw Omniture's profitability rising over time as its products are sold alongside Adobe's. Meanwhile, Adobe's latest earnings saw stability in the U.S., a positive sign that investors had been looking for. Business in Europe, however, continued to struggle, compounded by a sour economy.

TOPWRAP-A year after Lehman, Bernanke says recession likely over

* Bernanke says U.S. recession likely over * U.S. retail data lifts stocks, pressures bonds * Banks of England and Canada say recovery to be slow (Updates with U.S. markets' closes; details of Lehman Brothers anniversary) By Caroline Valetkevitch NEW YORK, Sept 15 (Reuters) - A year after the Lehman Brothers collapse, Federal Reserve chief Ben Bernanke said on Tuesday the recession was likely over, while data supported hopes that recovery from the worst downturn in decades was advancing. But Bernanke said the recovery would be slow and it would take time to create jobs. Similar warnings came from the Bank of Canada and Bank of England, whose governor also said the bank could cut the interest rate it pays on commercial banks' deposits. For more see [ID:nN1523355]. The comments came exactly one year after the collapse of Lehman Brothers investment bank, an event that set off the U.S. economy's worst recession since the 1930s and helped spark a global financial crisis. "Even though from a technical perspective the recession is very likely over at this point, it's still going to feel like a very weak economy for some time," Bernanke said after addressing a Brookings Institution conference. Fed officials meet next week to review their policy options. The U.S. Commerce Department said retail sales climbed 2.7 percent in August after declining 0.2 percent in July. It was the biggest monthly advance since January 2006 and well above expectations on Wall Street for a 2 percent increase. "Retail sales show the recovery is here. This wasn't just autos, it wasn't just gasoline. This was the U.S. consumer getting out of their foxhole," said T.J. Marta, market strategist at Marta on the Markets in Scotch Plains, New Jersey. "This is indisputably a good number." Readings on manufacturing in the New York region and on national producer prices also came in stronger than expected. Stocks in Europe and the United States rose after the retail data, with the benchmark Standard & Poor's 500 index .SPX gaining 0.3 percent to end at 1,052.63, while U.S. Treasuries prices US10YT=RR fell, pulling benchmark yields back from two-month lows. The S&P is up about 55 percent since hitting 12-year lows in early March, but investors have been eager to see more definitive signs that the economy is getting better. In its monthly report, the Organization of Petroleum Exporting Countries, which left its world oil demand forecast for 2010 unchanged, also said a recovery will be slow and gradual, even though evidence shows the world economy should be improving. Crude oil prices in New York CLV9 rose $2.07 to $70.93 a barrel. In Germany, the ZEW survey showed a smaller-than-expected improvement in the country's investor morale.

Fallout From ACORN Scandal May Hovers Over Other Community Groups

ACORN, which stands for the Association of Community Organizations for Reform Now, says its mission is to provide services to low-income communities, including housing counseling and voter registration drives. But the group is on its heels after conservative activists posing as a prostitute and her pimp released hidden-camera videos in which ACORN employees in Baltimore, Washington, D.C., and Brooklyn, N.Y., gave advice on house-buying and how to account on tax forms for the woman's ugg bootsincome. A fourth video released Tuesday shows a similar scene at an ACORN office in California. The Senate voted 83-7 Monday to block the Housing and Urban Development Department from giving grants to ACORN. If passed by the House, ACORN would not be able to win HUD grants for programs such as counseling low-income people on how to get mortgages and for fair housing education and other outreach. A spokesman for Housing and Urban Development Department told FOXNews.com that it provides funding to 25 groups that, like ACORN, have a national profile and similar goals. Among these groups are Catholic Charities, National Council of La Razafluff flip flop ugg
and the National Council on Aging. Analysts on poverty and welfare said they believe the scandal will have little impact on these groups and other activists who receive federal funding but they were divided on the groups' sincerity and effectiveness. "I don't see any large implications here," said Larry Mead, a professor of politics at New York University and an expert on poverty and welfare in the U.S. Mead said groups like ACORN are under more pressure to show evidence of their results tasmina braid sandals ugg
to justify their government funding than fighting overt internal corruption. He also said the scandal shouldn't reflect poorly on ACORN as a whole. "I don't know why this embarrassment [for the ACORN offices caught on video] would be an embarrassment for another branch on the other side of the country for ACORN," he said. But Robert Rector, a senior research fellow at the conservative Heritage Foundation and an expert on welfare and poverty said these community organizing networks "basically get paid to make noise" and "serve as a clearinghouse for moving government money around." He cited Community Action Partnership and AmeriCorp VISTA as examples. If Congress blocked funding to ACORN, "it's going to go someplace else," he said. "But that someplace else won't be that much different from ACORN." Sen. Mike Johanns, R-Neb., said that ACORN has received $53 million in taxpayer funds since 1994 andamelie suede sandals ugg
that the group was eligible for a wider set of funding in the pending legislation, which funds housing and transportation programs. ACORN received $1.6 million of federal funding for its housing services in the fiscal year ending Sept. 30. Rector said the government spends more than $700 billion a year assisting low-income people, including cash, housing, food and medical care. "And we have no idea where that money goes," he said. Of that amount, $70 billion goes to what he called "amorphous" social service programs. But ACORN, he said, gets very little of that money relative to the total amount. "If you wanted to clean the government up, ACORN is taking that much money," he said. "To the extent of what you're seeing, when people see the ACORN operations and the recognition of the closeness of ties between Obama and ACORN, it's a symbol of thebailey button ugg
overall incompetence of the welfare state." Pablo Eisenberg, senior fellow at the Center for Public & Nonprofit Leadership and former executive director of the Center for Community Change, predicted that ACORN will continue to receive funding despite the negative publicity because its mission is too important to ignore. "There's a need for grassroots organizations to represent these people in our society that don't have political power," he said, adding that he believes ACORN does good work helping minorities and the poor. "Will it have a long term impact?" he said of the ACORN scandal. "No. It may strengthen the grassroots movement."

Suspect in Dugard case eyed in two abductions

Police on Tuesday were again searching the property of the man accused of kidnapping Jaycee Lee Dugard and imprisoning her in his Northern California home for 18 years, looking for clues into the disappearance of two girls in the late 1980s. Hayward police Lt. Christine Orrey said at a news conference that her department is looking for evidence that could tie convicted sex offender Phillip Garrido to the kidnapping of 9-year-old Michaela Garecht, who was taken cheap ugg bootsoutside a grocery store in 1988. Garrido and his wife, Nancy, have been charged with kidnapping, false imprisonment and rape in connection with Dugard's abduction. Police searched their Antioch home in August after Dugard and her two daughters, allegedly fathered by Garrido, were found. They also searched property next door that Garrido had maintained for a while. Orrey said the department has followed up on 13,000 leads in the 21 years since Garecht disappeared and called the search of Garrido's home "one of the strongest leads we've pursued." She said Hayward police obtained a search warrant because of the similarities between the Dugard and Garecht abductions. She said the victims were of similar age and appearance. Dugard was 11 when she was abducted as she walked toinfant erin ugg
the school bus stop in South Lake Tahoe. Orrey said both girls were abducted in a brazen manner in a public place in daytime. Orrey said a sedan found on Garrido's property during the earlier search is similar to the description of the car witnesses said Garecht was forced into, and a sketch artist drawing of the kidnapper was very similar to photos of Garrido then. In the second case, Dublin police Lt. Kurt Von Savoye said his department is searching for evidence in the disappearance of 13-year-old Ilene Misheloff, who disappeared in 1989. He said witnesses saw her get into a car thatnightfall ugg
was similar in appearance to the sedan found at Garrido's home. "People who commit these offenses tend to be predatory and have multiple victims," Von Savoye said. He said he didn't have enough information to know whether the Garridos could be suspects in Misheloff's disappearance but said, "We can't eliminate them." Orrey said the departments are using high-tech equipment to comb through Garrido's property and the neighboring property. She said police will search behindshort metallic ugg
walls, under the foundation of the homes on the properties and deep in the ground for remains, DNA or clothing that could be linked to either girl. The equipment can detect not just what is in the ground but also whether the soil has been disturbed and how long ago. The search is expected to last several days, the two officers said.
